How can I use "RPM" to install rpm-package in Debian?

I have already used "apt-get insatll rpm" in Debian 3.1a.
But when I used rpm -ivh XXXX.rpm, the XXXX package can't be installed. And the error message showed below:

## error: cannot open package index using db3
## error: cannot open package database in var/lib/rpm

actually, there is no any rpm folder in /var/lib

please help me!!

You might want to reconfigure

You might want to reconfigure rpm first:

$ dpkg-reconfigure rpm

If that fails, try reinstalling the Debian rpm package.

If it still fails, well, submit a bug. Smiling

I have known the another solution, that is, transfer rpm-package to deb-package by Alien. Smiling

I get the same error message

I get the same error message when I install oralce 11gR1
